Windows Server 2025 Licensing: Core Math and CALs Explained

The six-step calculation
Step 1: Count physical cores
Count populated physical sockets and the physical cores in each. Hyper-threaded logical processors and guest vCPUs are never counted for licensing.
Step 2: Apply the mandatory minimums
Every processor must be licensed for at least 8 cores and every physical server for at least 16 cores, even when the hardware has fewer.
Step 3: Pick Standard or Datacenter
Standard covers two operating system environments (OSEs) per full core coverage; running more virtual machines means re-licensing the same cores ("stacking"). Datacenter covers unlimited OSEs plus Storage Spaces Direct, SDN and Shielded VMs.
Step 4: Convert cores into license packs
Core licenses are sold in 2-core and 16-core packs. Divide the licensable core total by 16, then cover the remainder with 2-core packs.
Step 5: Size the access CALs
Core licenses cover the server only. Every user or device that accesses it needs a CAL: User CALs suit people with several devices, Device CALs suit shared shift devices. CALs must be version 2025 or newer.
Step 6: Add RDS CALs where needed
Two administrative RDP sessions are free. Any other Remote Desktop use needs an RDS CAL (per user or per device) in addition to the base Windows Server CAL, and RDS CALs are version-bound.
