Separate perpetual desktop editions from subscription plans. Confirm included apps, operating system, commercial-use rights and shared-computer deployment rights; not every Microsoft 365 plan includes desktop apps or Teams.
Record the exact edition, version, quantity, agreement and support date. Obtain written confirmation of delivery, refund and support terms; a perpetual licence is not a lifetime support guarantee.

Deep dive
Office 2016 — what to actually know
Office 2016 was Microsoft's perpetual Office release for the Windows 7/8/10 era. It shipped in September 2015 and reached end of extended support on 14 October 2025 (aligned with Office 2019). Server-side connectivity to Microsoft 365 services — Exchange Online, SharePoint Online, OneDrive for Business — already ended on 11 October 2023, so any Office 2016 client trying to authenticate against those services after that date receives connection errors regardless of patch level. For all practical purposes, Office 2016 is a legacy product that should be retired.
01
What still works and what does not
Office 2016 still opens, edits and saves Office documents normally — file format compatibility is unchanged. What no longer works: authenticated connections to Microsoft 365 cloud services (since October 2023), modern authentication for Outlook against any cloud Exchange, and any add-in that relies on the Office.js APIs introduced after 2018. On-premises Exchange 2016/2019 servers continue to accept Outlook 2016 over MAPI/HTTPS for now, but Exchange 2016 itself reached end of support in October 2025.
02
Editions
Same SKU structure as Office 2019: Home & Student, Home & Business, Standard, Professional, Professional Plus, plus Mac editions. Project 2016 and Visio 2016 are separate products. Volume Licensing editions used MSI installers exclusively; Click-to-Run for Pro Plus arrived in service pack updates.
03
Migration
The recommended path is Microsoft 365 Apps (subscription) for cloud-attached organisations or Office 2024 (perpetual) for organisations that explicitly need perpetual licensing. In-place upgrades are supported — uninstall Office 2016 first to avoid the documented side-by-side activation conflict. Document templates, custom dictionaries and Outlook .pst files migrate cleanly; macros may need re-signing if the trusted publisher certificate has changed.
By channel
Where to buy this product
Confirm that the exact SKU is available in the proposed channel and region. A channel name does not establish entitlement or guarantee a lower price.
Evidence to request
Exact product, edition, version and licence quantity.
Order, invoice and applicable agreement or subscription record.
Ownership in your organisation's account, where applicable.
Written reassignment, renewal and support conditions.
OEM is supplied only pre-installed by hardware manufacturers, never sold as a standalone licence.
Retail / FPPIndividuals & small teams
Boxed or ESD keys, transferable, registered to a Microsoft account.
Monthly / annual seats, managed through partner or admin center.
OEM is not a buying channel for end users. OEM keys are supplied pre-installed by hardware manufacturers and are not sold standalone — choose Retail, Volume or CSP instead.
Support timeline
Lifecycle phases to plan against
Compare perpetual desktop editions with exact Microsoft 365 plans. Included desktop apps, Exchange, Teams and other services vary by plan and region; confirm each required service rather than assuming all subscriptions include it.
Phase 1
Exact product
Identify
Record the release, edition and servicing channel of Office 2016; family names alone do not establish support dates.
Phase 2
Official lifecycle
Verify
Look up the exact product in Microsoft's lifecycle directory. Fixed and Modern Lifecycle policies differ; not every release has extended support.
Phase 3
Deployment
Plan
Confirm supported operating systems, application dependencies and upgrade rights before deployment.
Phase 4
End of support
Migrate
A perpetual licence can remain valid after support ends, but it does not guarantee security updates. Check any ESU programme separately.
Purchase preparation
What to include in a Office 2016 quote request
Users or devices
Number of users and PCs or Macs; any shared computers.
Applications
Exact applications needed, including desktop or web access.
Purchase model
Perpetual edition or exact subscription plan.
Use rights
Commercial use, deployment method and renewal requirements.
These are planning inputs, not a licence calculation. Confirm the final quantity and use rights against the exact version and agreement.
Compare like-for-like quotations
Match product, edition, version, quantity and perpetual or subscription terms.
Confirm total cost, renewal conditions and the evidence of ownership supplied.
Obtain written delivery, refund and support conditions before payment.
The small set of decisions that determine whether you overpay, fail an audit, or land in the right place.
DO
Match the channel to the user — Current Channel for power users, Monthly Enterprise for general staff, Semi-Annual Enterprise for change-averse business units.
DON'T
Run perpetual Office 2016 against a modern Exchange Online tenant — connectivity works but several features (modern auth, sensitivity labels) are unsupported.
DO
License the user, not the device — a single M365 seat covers up to 5 PCs/Macs, 5 tablets and 5 phones for the same person.
DON'T
Buy a Retail box of Office for a shared family computer when each person has their own Microsoft account — Microsoft 365 Family is cheaper and adds OneDrive.
DO
Use Group Policy / Cloud Policy to lock down macros, add-ins and sensitive-data egress.
DON'T
Distribute Office through a generic ISO without the Office Customisation Tool — you end up with sideloaded language packs and orphan installs.
Typical deployments
How buyers actually use Office 2016
Illustrative planning scenarios, not customer case studies. Check the exact product rights and deployment requirements.
Scenario 1
Office-bound knowledge worker
Microsoft 365 Business Standard or E3. Desktop apps, OneDrive, SharePoint, Teams. Outlook against Exchange Online. The default office stack for almost everyone in 2026.
Scenario 2
Field / frontline worker
Compare the exact F1 and F3 service descriptions and frontline eligibility. F1 and F3 have different app and mailbox rights; do not assume both include editable Office apps or a usable Exchange mailbox.
Scenario 3
Compliance-heavy enterprise
M365 E5 for Purview, Defender, Entra ID P2, and the advanced eDiscovery / DLP stack. The price jump is real, but so is the audit surface area it covers.
Cost optimisation
Where the savings actually live
Compare entitlement, deployment and renewal costs; savings depend on your workload and written quotation.
💰
Microsoft 365 Business Premium is the sweet spot
For ≤300 seats, Business Premium bundles Office, Intune, Defender for Business and Entra ID P1 — replacing two or three separate SKUs at a lower total cost.
📊
Perpetual still wins for air-gapped sites
Manufacturing floors, classified networks and lab PCs without internet are the rare cases where a perpetual Office release legitimately beats a cloud subscription.
🎯
Mac and Windows are the same licence
M365 covers both — do not double-buy because of platform.
Counterfeit & risk
Red flags when buying second-hand
These warning signs require further verification; activation alone cannot establish licence ownership.
⚠ 01
Standalone OEM key sold below market
OEM keys are distributed only pre-installed on hardware and stay bound to that device for life. A separately sold OEM key is not an eligible standalone purchase; request documented rights through an appropriate channel.
⚠ 02
Lifetime key with no invoice or Microsoft 365 admin center volume licensing record
Request applicable order and agreement records, such as Microsoft Store purchases, CSP subscription records or volume licensing details in the Microsoft 365 admin center. Activation alone is not proof of entitlement.
⚠ 03
Key works once, then 'not genuine' after the next cumulative update
Activation failures can have several causes, including key eligibility, activation counts, connectivity and hardware changes. Check the error through official Microsoft guidance; it does not by itself prove counterfeiting.
⚠ 04
Seller refuses to put the entitlement in your tenant
For tenant-based subscriptions, confirm your organisation controls the tenant and can read its subscription records. Retail and on-premises entitlements use different records; not every licence is assigned through a tenant.

Quick definitions — the full glossary lives at /en/glossary if you need to dig deeper.
CSP
Cloud Solution Provider — Microsoft's primary indirect channel for subscriptions and cloud services.
Microsoft 365 admin center volume licensing
Volume licensing administration — agreements, keys and downloads are now managed in the Microsoft 365 admin center.
MAK
Multiple Activation Key — a Volume Licensing key with a finite activation count, used for isolated machines.
KMS
Key Management Service — an on-premises activation host that activates clients on a 180-day re-check cycle.
EA
Enterprise Agreement — Microsoft's largest commitment-based volume contract, typically a 3-year term with annual true-ups.
SA
Software Assurance — the upgrade-and-benefits add-on to Volume Licensing; required for new version rights and several mobility scenarios.
Only with security updates. Mainstream support ended 13 October 2020; extended support (security updates only) continues until 14 October 2025. Plan the upgrade before that date — after it, the only path to patches is a paid Extended Security Updates (ESU) programme where Microsoft offers one.
Can Office 2016 still connect to Microsoft 365?+
No — connectivity to Microsoft 365 services ended on 11 October 2023 regardless of patch level. The client is technically running but cannot authenticate against Exchange Online, SharePoint Online or OneDrive for Business.
Where can I legitimately buy a license?+
Through Microsoft's Retail channel (where the SKU is still sold), an authorised Cloud Solution Provider (CSP), or a Volume Licensing partner (MPSA, Enterprise Agreement, Open Value, Server & Cloud Enrollment). OEM keys are distributed only pre-installed by hardware manufacturers and stay bound to that device for life — they are not sold to end users as standalone products. For end-of-sale products, second-user (transferred) Volume Licensing through a documented chain of custody is the only legitimate secondary market.
What gets checked in a Microsoft licensing audit?+
Auditors map every installed copy to a proof of purchase (VLSC record, CSP invoice, sealed Retail packaging), verify edition alignment, and confirm CAL counts cover the maximum number of authenticated users or devices during the audit window. Older products are audited the same way as current ones — being out of mainstream support does not waive the licensing obligation.
